WEST SENECA, N.Y. — New York State Police announced that they made an arrest involving a West Seneca man October 8.
Richard I. Kelly, 34, of West Seneca was arrested on charges for possessing and promoting child sexual exploitation material. NYS Police conducted a ICAC (Internet Crimes Against Children) investigation.
The ICAC investigation's purpose is to identify those who are attempting to lure children to meet for sex and/or those disseminating child sexual abuse material. It is a joint investigation effort between both local and state agencies.
Kelly was arraigned in the Town of West Seneca Court.
