OLCOTT, N.Y. — On Wednesday, August 28 Niagara County Sheriff's Dispatchers received multiple calls at 2:27 p.m. that a man was at Dollar General in Olcott with a gun. The address was reported as 5970 East Lake Road.
According to the calls, they stated that two men were arguing, and things escalated resulting in one of the men grabbing a handgun from his car, threatening others nearby.
Following an investigation, a suspect who has been identified as 73-year-old Howard Belvins of Ohio was arrested and charged with one count of menacing in the 2nd degree, and two counts of criminal possession of a weapon in the 2nd degree.
Officers also recovered two handguns as evidence.
A second suspect was identified as 61-year-old Michael Dolphin of Lockport. Dolphin was arrested and charged with harassment in the 2nd degree, resisting arrest, and obstruction of governmental administration in the 2nd degree. He was released on appearance tickets with a future court date in the Town of Newfane.
