Jamestown woman charged for beating small dog

A Jamestown woman was arrested and charged Tuesday on two counts of Agriculture and Market Law after allegedly beating a dog.

JAMESTOWN, N.Y. — A Jamestown woman was arrested Tuesday for allegedly beating her dog.

Police say that 26-year-old Caroline R. Penhollow was charged with two counts of Agriculture and Market Law: Overdriving, Torturing and Injuring Animals, and Failure to Provide Proper Sustenance. 

Officials responded to an animal complaint call on Tuesday afternoon on the city's east side.

Upon arrival, officers spoke with a witness who stated that Penhollow slapped the dog, picked it up by the back of its neck, and threw it into a tent where she could then be seen kicking the dog, making it yelp loud enough for neighboring houses to hear it three houses down.

It was also reported that a ferret was living inside the tent and that it had not been given food or water for at least four days.

Jamestown Police were able to locate both animals. Upon locating the dog, officers noticed that it was visibly terrified of human contact.

Penhollow was arrested at the scene and is being held pending their arraignment.
