'Career criminal' teen arraigned in Monroe County

The 17-year-old was on parole after being arrested 12 times last year. He's accused of crashing a stolen car in Rochester, killing a 92-year-old man last month.

ROCHESTER, N.Y. — A teenager with a criminal history in Erie County appeared before a judge Friday in Monroe County Court.

Theodice Parks, 17, is accused of crashing a stolen car in Rochester, killing a 92-year-old man last month. He was on parole at the time of the crash, after being arrested 12 times last year.

Parks is facing several charges, including murder. His two passengers also face charges in connection to the crash.

Rochester Police Chief David Smith said in late August that the 17-year-old driver is a "career criminal," given his arrest history. He added that Parks had been recently arrested in Erie County for involvement in a stolen car police chase. It was originally believed that the teen was connected to a stolen car incident in Cheektowaga.
