BUFFALO, N.Y. — A man in police custody for allegedly beating another person with a wooden 2-by-4 is now accused of damaging a psychiatric observation room at ECMC.
Richard Frazier, 35, was in Erie County Sheriff's custody at the Erie County Holding Center when forensic mental health practitioners ordered that he be transferred to ECMC for evaluation and treatment.
According to the sheriff's office, Frazier allegedly turned violence and damaged one of two observation rooms, making it unusable.
Frazier was arrested by Buffalo Police on April 22, after a reward was offered for his arrest. He is accused of using his fists and the wooden 2-by-4 to beat a 29-year-old male over a period of 20 minutes. The incident happened April 14 around 11 p.m. on first block of East Utica.
The victim was found the next day with severe head injuries and a broken jaw. He was taken to ECMC.
Frazier is charged with one count of Assault in the First Degree, and one county of Endangering the Welfare of an Incompetent of Physically Disabled Person in the First Degree.
Frazier was arraigned in Buffalo City Court. He is scheduled to return to court for a felony hearing on April 27.
An order of protection has been issued on behalf of the victim.
Police say they are investigating other alleged incidents involving Frazier.
