BUFFALO, N.Y. — Washington, D.C. developer Douglas Jemal has emerged as the buyer for the recently closed City of Buffalo Police headquarters building.
He agreed to pay $3.05 million for the Franklin Street landmark and plans to invest $30 million turning it into a residential-based building.
