BUFFALO, N.Y. — Washington developer Douglas Jemal has a lot on his plate this week in Buffalo.

During the Sept. 7 Buffalo Common Council meeting, lawmakers need to sign off on Jemal's plan to convert a doughnut-shaped, city-owned surface parking lot near Seneca One Tower and Pearl Street Grill & Brewery into a nine-story building.

The $42 million 61 Terrace project includes five floors of parking, with approximately 500 spaces and four floors of market rate apartments (140 in all). The apartments will be a mix of studio, one-bedroom and two-bedroom units.
