AMHERST, New York — Negotiations to determine who owns what parts of the Boulevard Mall site are about 75% complete.
That’s according to an update given by Brian Kulpa, Amherst town supervisor, at a recent Western New York chapter of the New York State Commercial Association of Realtors’ breakfast.
The town is going through the eminent domain process, which allows the municipality to take over private property for public use. That process kickstarted after legacy leases caused roadblocks with the mall’s redevelopment, which call for creating a mixed-use town center.
