NIAGARA FALLS, N.Y. — The Niagara Falls City Council passed a controversial proposal for a garbage user fee during a special meeting Thursday evening.

The mayor had proposed the fee of $218 annually as a way to balance the financial burden and a $4 million budget gap.

That fee will kick in next year. It passed by a 3-2 vote on Thursday.

Without the fee, city leaders have said it would lead to massive layoffs in the police and fire departments.
